ADMINISTRATIVE UNIT REVIEW  RECOMMENDATION #3E

Title:                             Organizational Structure

Description:                  Is Fleet located in the appropriate division within Office of Administration?

Team Leader:               Barbara Greene

Team:                           Jay Chase, Brad Rutherford, Ed Dolber-Smith, Dale Hendrickson

Identified Issues:           Should Fleet continue to report through the TAPS organization?  Would Fleet be better aligned through Facilities or by directly reporting to Karen Hull, Business Services?

Fleet Proposal:             The team recommends that the reporting structure decision for Fleet Services be made by Karen Hull in consultation with Cliff Contreras and Stan Nosek.  Additionally, the following comments are noted:

                                                a.         If Fleet Services' job titles could be incorporated into Facilities' job titles, the Fleet Technicians would like to be affiliated with Facilities so their compensation could increase comparable to Facilities' skilled craft titles.  The team raised concerns about the potential conflict of interest related to Facilities being Fleets' largest customer.

                                                b.         There could be some advantages (unknown at this time) to having a flatter hierarchy. Reporting directly to Karen removes one layer of supervision from the organization.

c.         Fleet currently has a good working relationship with the other units in TAPS and with Cliff Contreras, TAPS Director. The TAPS Director represents Fleet Services’ interests in meetings, on and off campus.

Justification:                  No final recommendation.

Impact:                         Unknown.
